The Telford Borough Authority Meeting held this date was called to order at 6:00 p.m. by Chairman Timothy Hagey, with the following members in attendance: Abram Diehl, Nelson Moll and Thomas Taglang.  Also present were Manager Mark D. Fournier, Solicitor Mark E. Weand, Jr., Public Works Director Donald Beck, Recording Secretary Megan McShane, Engineer Patrick DiGangi and Mr. John Harrell.   

Chairman Timothy Hagey welcomed Mr. John Harrell to the Authority Board. 

APPROVAL OF MINUTES:  Minutes of the April 7, 2011 Borough Authority Workshop meeting and of the April 21, 2011 Borough Authority meeting were approved unanimously (4-0) by a Moll/Taglang motion, with the following correction:  in the April 7th Authority Workshop minutes, the last sentence of Item #2 should read

“The first project will be a $67,000 sewer main project along Springhouse Lane and Reliance Road to relieve infiltration/inflow pressure in that area”.  John Harrell

abstained from this motion, since he was not yet an Authority Board member for the April meetings. 

COMMENTS FROM AUDIENCE:  none 

DISCUSSION ITEMS: 

1.         M&M Stone            

There is no update from last month’s meeting.  We are still waiting for a decision from the Commonwealth Court. 

2.         TMDL Update

The appeal was denied and the Environmental Hearing Board has told us that it has no jurisdiction over federal actions. Solicitor Mark Weand and Manager Mark Fournier will have a conference call on May 23rd with John Hall to review options.  The consensus of the Board is not to appeal to the State

Commonwealth Courtat this time.  

3.         PWTA Capacity Sale Discussion  Mr. Fournier informed the Authority Board that he had discussions with Jim Groff regarding the PWTA capacity sale. 

4.         North Pump Station Project Update The final design has been completed.  The meter pit portion of the project is currently out to bid; the bid opening will be on Tuesday, June 14th and thebid will be awarded at the next Authority meeting on Thursday, June 16th. 

5.         Reliance Road Water Project Update            

Public Works Director Donald Beck informed the Authority Board that the Reliance Road water project is going well.  The crew is within 50’ of the Reliance Road & School Lane intersection and will be moving through the intersection at Reliance and 3rd Street shortly.   

REPORTS: 

TREASURER’S REPORT:  accepted as presented 

Manager Mark Fournier reported that through the end of April 2011, the Authority received 16.72% of its revenues, and spent 42.3% of its expenditures. 

WATER DEPARTMENT REPORT:  We received a written report for the file. 

Public Works Director Donald Beck reported that there was a 7.9% water loss between February 1, 2011 and April 30, 2011.   

COLLECTION REPORT:  We received a written report for the file. 

Public Works Director Donald Beck reported that Robert Kratz is continuing his home sanitary sewer inspections throughout the Borough. 

WASTEWATER TREATMENT REPORT:  We received a written report for the file. 

PTWA REPORT:  We received a written report for the file. 

SOLICITOR’S REPORT:  We received a written report for the file. 

ENGINEER’S REPORT:  We received a written report for the file. 

Engineer Patrick DiGangi reported that the first work order was issued for the sanitary sewer maintenance and internal rehabilitation project. 

Indian Ridge Provisions received final land development approval.
 

MANAGER’S REPORT:  We received a written report for the file. 

Payment of the bills and requisitions for the month of April in the amount of $538,525.38 was approved unanimously (5-0) by a Moll/Taglang motion. 

Signing of the checks was approved unanimously (5-0) by a Taglang/Moll motion. 

The meeting was adjourned at 7:20 pm with a Taglang/Moll motion.
