The Telford Borough Authority Meeting held this date was called to order at 8:01 a.m. by Chairman Timothy Hagey, with the following members in attendance: Nelson Moll and Thomas Taglang. Abram Diehl was absent. Also present were Borough Manager Mark D. Fournier, Recording Secretary Megan McShane, Solicitor Mark Weand, Engineer Patrick DiGangi, Public Works Director Donald Beck and Greg Ede from Styer Associates.
APPROVAL OF MINUTES: Minutes of the April 15, 2010 Borough Authority meeting were approved unanimously (3-0) by a Taglang/Moll motion.

DISCUSSION ITEMS:
1. Audit Discussion
Greg Ede from Styer Associates reviewed the auditors’ report in its entirety for the Financial Statements ending on December 31, 2009. Since the reports did not go out with the meeting packets prior to the meeting, after some discussion, the Authority members decided to add the Audit as an agenda item for further discussion at next month’s meeting.
2. TMDL Update
At this time, there has been no change since last month’s meeting. We are still waiting for the meeting to be scheduled with DEP and EPA.
3. M&M Stone Update
Solicitor Mark Weand reported that there are two appeals pending and that we have not yet received the briefing schedule.
4. TEVA EDU Discussion
TEVA Pharmaceuticals announced they will be reducing their production workforce from 650 employees to 150 between now and 2013. TEVA is a large sewer customer for the Authority, paying approximately $140,000 per year. Our TEVA contact advised Mark Fournier that TEVA plans to move forward with the sewer replacement project. He asked Mr. Fournier if TEVA still needs to purchase the nineteen (19) EDUs for the project, which would cost $121,657. The Authority discussed the TEVA EDU situation and agreed that TEVA should pay for the 19 EDUs at this time, since they have been using this capacity in the PWTA plant for quite some time.
5. Well No. 6
Engineer Patrick DiGangi reviewed the summary of bids received for the Well No. 6 backwash project and reported that the bids came in slightly higher than he had anticipated. Mr. DiGangi stated that CKS reviewed other possible alternatives for this project with DEP and was told that the regulations might be even more stringent for other alternatives. Mr. DiGangi’s recommendation was that the Authority award the bid to the low bidder, Derstine Company, LLC, for $82,110.00. After much discussion, the bids were unanimously (3-0) rejected by a Moll/ Taglang motion.
Manager Mark Fournier introduced Craig Davies, the new Telford Borough Authority Finance Director, to the Authority members. Craig started on May 3rd and will be training with Daphne Hollowbush until she retires on June 4th.
REPORTS:
TREASURER’S REPORT: accepted as presented
Manager Mark Fournier reported that through the month of April, the Authority received 18.13% revenues and spent 40.43% of our 2010 expenditures.
WATER DEPARTMENT REPORT: We received a written report for the file.
COLLECTION REPORT: We received a written report for the file.
Manager Mark Fournier reported that Warren Harris is currently being cross-trained on work in the sewer collection system by Sewer Department Foreman Bobby Kratz one day a week.
Mr. Kratz sent out second notices to those who haven’t responded to the first letter they received regarding an I/I inspection of their cellar drain, sump pump and down spouts.
WASTEWATER TREATMENT REPORT: We received a written report for the file.
PWTA REPORT: We received a written report for the file.
SOLICITOR’S REPORT: We received a written report for the file.
Solicitor Mark Weand reported that the new Harleysville Savings Bank has opened and that the Easement and Dedication Agreements remain pending.
A pre-construction meeting was held on May 12th with representatives of the Lutheran Community at Telford and all agreements (escrow, service and development) have been signed by all parties. Closing is scheduled for May 24th.
Chairman Timothy Hagey inquired about the 2010 Right of Way Clearing Project. Solicitor Mark Weand will be contacting the legal representative for the Telford Hills Condominium Association to discuss certain issues that have been referenced for inclusion in the agreements but have not been part of the basic authority format.
ENGINEER’S REPORT: We received a written report for the file.
The Consumer Confidence Report has been completed and sent to the printer. The CCR will be distributed to all customers (and PA DEP) by July 1, 2010.
CKS has begun to prepare bid documents for the 2010 Right-of-Way Clearing Project, but will wait until the Manager addresses the structures located in the easement areas and clears access to these areas before they send the project out for bid.
Construction is nearly complete on the UNIVEST project located at Bethlehem Pike and Route 113. CKS has forwarded easement documents to the Solicitor and has identified the items that need to be addressed for project close-out.
MANAGER’S REPORT: We received a written report for the file.
OTHER BUSINESS:
Payment of the bills and requisitions for the month of April in the amount of $ 272,049.27 was approved unanimously (3-0) by a Moll/Taglang motion.
A Moll/Taglang motion carried unanimously (3-0) authorizing the signing of the checks.
Tom Taglang asked if the volume of legal paperwork in the Authority packet could be reduced and if the Authority members could just receive the executive summary portion of the legal documents instead of the entire documents. Manager Mark Fournier explained that he wants the Authority to be fully informed of what’s going on but that he will work on reducing the amount of paperwork in the packet.
The meeting was adjourned unanimously (3-0) at 9:56 am with a Taglang/Moll motion.
