The Telford Borough Authority Meeting held this date was called to order at 8:07 a.m. by Chairman Timothy Hagey, with the following members in attendance: Abram Diehl, Nelson Moll and Thomas Taglang.  Also present were Borough Manager Mark D. Fournier, Recording Secretary Megan McShane, Solicitor Mark Weand, Engineer Patrick DiGangi, and Todd Mathe. 

APPROVAL OF MINUTES:  Minutes of the March 18, 2010 Borough Authority meeting were approved unanimously (4-0) by a Diehl / Moll motion.  Abram Diehl inquired about the minutes reflecting the adjournment time of the meetings.  The Authority agreed that the minutes should reflect the time of adjournment from this point forward. 

COMMENTS FROM AUDIENCE: none  

REPORTS: 

TREASURER’S REPORT:  accepted as presented  

Mark Fournier reported that in the month of March, the Authority received 17.12% revenues and spent 32.11% of our 2010 expenditures. 

WATER DEPARTMENT REPORT:  We received a written report for the file.

COLLECTION REPORT:  We received a written report for the file. 

Chairman Timothy Hagey commented on the portion of the report that suggested the Authority may want to reconsider purchasing a generator for the south lift station; he stated that Warminster Township has a back-up Godwin pump that works great and cost the same price as a generator. 

WASTEWATER TREATMENT REPORT:  We received a written report for the file. 

PWTA REPORT:  We received a written report for the file. 

SOLICITOR’S REPORT:  We received a written report for the file. 

ENGINEER’S REPORT:  We received a written report for the file. 

MANAGER’S REPORT:  We received a written report for the file. 

DISCUSSION ITEMS: 

1.     TMDL Update:        

Manager Mark Fournier reported that we are still waiting for EPA and DEP representatives to give us a meeting date; we have received cooperation about scheduling a meeting, it’s just a matter of setting the date.  Mr. Fournier also reported that we still have not received comments from the Science Advisory Board.   

2.     M&M        

Solicitor Mark Weand reported that the quarry is winding down their operations.  The Authority has gathered costs and will get them to DEP for consideration; we are reviewing what’s recoverable and what is not.  Nelson Moll reported that H&K bought the Lower Salford quarry to run asphalt, and that the Glasgow plant burned down. 

3.     Giant Convenience Store        

Engineer Patrick DiGangi reviewed the latest plans with the Authority members and stated that 6 EDUs are needed for this project, 4 of which have already been purchased. Solicitor Mark Weand and Engineer Patrick DiGangi were given unanimous (4-0) approval to proceed with the final review and submission of the plans, and signature on the appropriate documents, by a Moll / Taglang motion.         

OTHER BUSINESS:  Payment of the bills and requisitions for the month of March in the amount of $ 162,429.90 was approved unanimously (4-0) by a Moll / Diehl motion.                             

The meeting was adjourned at 9:05 am with a Diehl / Moll motion.
