The Telford Borough Authority Meeting held this date was called to order at 8:09 a.m. by Chairman Timothy Hagey, with the following members in attendance: Abram Diehl and Nelson Moll. Thomas Taglang was not present. Also present were Borough Manager Mark D. Fournier, Recording Secretary Megan McShane, Solicitor Mark Weand, Engineer Patrick DiGangi, and Public Works Director Donald Beck.
APPROVAL OF MINUTES: Minutes of the February 18, 2010 Borough Authority meeting were approved by unanimously (3-0) by a Diehl/Moll motion.

DISCUSSION ITEMS:
1. TMDL Update:
Manager Mark Fournier reported that we are still waiting for EPA and DEP representatives to give us a meeting date; however, the Borough did receive a promising e-mail assuring that we would meet and that they are waiting for comments from the Science Advisory Board. Mr. Fournier added that John Hall has told us that if he can’t get EPA on board, he will seek intervention from the state senators. Solicitor Mark Weand informed the Authority that the judge has put a hold on the environmental hearing board appeal.
REPORTS: TREASURER’S REPORT: accepted as presented
Mark Fournier reported that in the month of February, the Borough had 12.02% revenues and spent 26.39% of our 2010 expenditures, since bond maturities were due.
WATER DEPARTMENT REPORT: We received a written report for the file. Public Works Director Donald Beck reported that the Public Works department spent a lot of time concentrating on snow plowing and snow removal during the month of February. The department is now working on maintenance items such as laterals and curb stop replacement.
COLLECTION REPORT: We received a written report for the file.
WASTEWATER TREATMENT REPORT: We received a written report for the file.
PWTA REPORT: We received a written report for the file.
SOLICITOR’S REPORT: We received a written report for the file.
ENGINEER’S REPORT: We received a written report for the file.
MANAGER’S REPORT: We received a written report for the file.
OTHER BUSINESS: Payment of the bills and requisitions for the month of January in the amount of $ 123,715.25 was approved unanimously (3-0) by a Moll / Diehl motion.
A Moll / Diehl motion carried unanimously (3-0) authorizing the signing of the checks.
The meeting was adjourned with a Diehl / Moll motion.
