May 7, 2009 Workshop
 

The Telford Borough Authority workshop meeting held this date was called to order at 6:00 p.m. by Chairman Timothy Hagey with the following members in attendance: Abram Diehl, Thomas Taglang and Nelson Moll.  Also present were Borough Manager Mark D. Fournier, Utility Billing Clerk Diane Windfelder, Engineer Patrick DiGangi, and Solicitor Mark E Weand Jr.

COMMENTS FROM AUDIENCE: none

DISCUSSION ITEMS:

1.         Manager Mark D. Fournier reported that the Telford Fire Company has sent a letter to the Authority requesting the Authority to install a 6" water line and a new fire hydrant.  This would allow the Fire Company to install a sprinkler system within the fire house and to fill the trucks with water in less time.

            A Taglang / Moll motion carried unanimously (4-0) authorizing the public works crew to install a new 6" water line and a new fire hydrant.

2.         Manager Mark D. Fournier reported that he met with Mr. Nissen to advise that the Authority does not desire to purchase the property adjacent to Well #6.

3.         Stream Bank Stabilization Project Update (Easement Acquisition):

Manager Mark D. Fournier reported that the Lifepath, Inc. and Stevens easement agreements have been signed and returned. The Nissen and Kichline agreements are outstanding but should be received shortly.

A Taglang / Diehl motion carried unanimously (4-0) authorizing the appropriate officers to sign the agreements which have been received.

4.         North Lift Station:

Manager Mark D. Fournier reported that the property owners adjacent to the North Lift Station have raised various complaints about the two large oak trees situated on Authority property but near the property line.  After lengthy discussion, it was the consensus of the board to take the trees down.

5.         M&M Stone Update:

Solicitor Mark Weand reported the PA Supreme Court has not rendered a decision in the M&M Appeal from the Commonwealth Court decision.  The Federal Court has not ruled on motions to dismiss the M&M suit against TBA.  Mr. Weand also reported that M&M has written to Judge Perkins requesting a pump test on Well #4 in the federal litigation.

6.         TMDL Update:

            Solicitor Mark Weand reported that that he and Mark Fournier plan to attend depositions in the TBA TMDL EHB Appeal scheduled for Friday, May 8th in Norristown and Thursday, May 14th in Harrisburg.  DEP staff personnel and EPA consultants will be deposed.

Other Business: None

A Diehl / Moll motion was carried unanimously (4-0) approving the signatures of checks.

The meeting adjourned at 7:12 p.m. by a Moll / Diehl motion.
