2. I/I Repairs - On 2/17 we repaired a leak in the 8" V.C.P. main along S. County Line Road under the pedestrian bridge at the Souderton High School athletic fields.
3. Reliance Road Sewer Repairs - On Wednesday, 2/25/09, we began work in Reliance Road between Third Street and the R/R crossing. We will be replacing three lateral connections, one manhole, and installing cleanouts to the remaining laterals. When this work is completed, we will mill the trench area and install the base course of paving. This will be followed with the wearing course installation in conjunction with Souderton Borough which is projected for May.
4. 2008 R.O.W. Clearing Project - Work continues on this project which is nearing completion.
Timothy Hagey referenced a joint leak that was dug up and repaired. Public Works Director Donald Beck reported there is exploratory excavation being done for Harleysville Savings Bank. Timothy Hagey also asked how the GIS is working out and how useful is the data. Mark Fournier responded the sewer is 90% completed and the water is in progress at approximately 60% complete. He feels it will take approximately 1 year to complete. Donald Beck indicated the system has proven to very useful and will continue to be useful in the future for the replacement of mains and tracking of maintenance.
COLLECTION SYSTEM REPORT:
Lift Stations:
Checked daily and added bacteria three times a week.
R&R Pump repaired a broken wire in pump two causing the pump seal alarm to light up.
I cleaned the walls down and had the grease pumped out.
Mains:
I down loaded and e-mailed data from the Isco loggers to T. J. Kelso at CKS.
We repaired a leaking bell joint in the gravity line near the South Lift Station removing I&I from the system.
We replaced two laterals, 325 and 327 Reliance Road.
I walked the Right-of Way Clearing Project with Mark Fournier and Chris Darrah, working on a punch list.
MS4:
I met with Chris Faino to make corrections on the GPS, on outfall locations and pictures.
Miscellaneous:
I collected door prizes for the Upper Bucks Community Affairs meeting held at Horsham Public Works Building.
Todd and I started renovating the file room in the basement at Borough Hall.
WASTEWATER TREATMENT REPORT:
Operations
- Total effluent flows recorded for February was 18,625,000 gallons for an average daily flow of 665,200 gallons per day.
- We generated 72 tons of Bio-Solids for landfill disposal.
- Checked stream and outfall area on a weekly basis.
- There were no violations to report on our January 2009 DMR.
- Simplex Co. came in and replaced the batteries that are used for back-up power to the alarm panel in the Return Sludge Building as required.
- LRM, Inc. came in and replaced two 4" Mag Meters that totalize the primary and Secondary sludge that we currently waste from the plant to our digesters on a daily basis. This job was completed as a budgetary item. We also had a 4" gate valve installed in the secondary sludge line to isolate the Return Sludge Building from the rest of the sludge conveyance system for ease of future operations.
- LRM, Inc. came in a rebuilt both of our chlorine gas regulators and installed two new chlorine feed injectors as required. This job was a yearly service item.
- Gary's Septic Service hauled grease into the plant from our South Lift Station. We disposed of the grease in our #2 Digester. We also assisted Bob Kratz with the pulling and repairing of one of the pumps in the South Lift Station at the same time.
- We worked with Todd Mathe on collecting and analyzing samples from Well #6 for the new NPDES permit that took effect this month whenever a backwash cycle is completed. We will also help him out with filling out the proper DMR report as required.
Maintenance
- The Road Crew guys came down to the Plant and installed two "3/4" wet tapped fittings into the sludge feed lines to assist in draining these lines during the Mag Meter replacement project mentioned earlier in this report. Thanks to the guys and Don Beck for their help in completing this task.
- We pressure washed the Belt Filter Press Room and the area outside under the sludge cake discharge conveyor as needed.
- We had Sampey's repair the suction side piping assembly on Primary Sludge Pump #2 as required. We reinstalled the piping and put the pump back in service.
- We installed a new chain on our Final Clarifier #2 drive assembly as required.
Personnel
I had the chance to attend a one-day training seminar on February 17th entitled Making Continuing Education Count that gave me credit hours toward both my sewage and drinking water licenses.
PWTA REPORT: received January and February reports.
PWTA will be having a meeting to review the audit. In January, PWTA had their reorganization meeting.
SOLICITOR'S REPORT:
1. WELLHEAD PROTECTION PROGRAM. There remains nothing to report by reason of lack of Township contact.
2. WWTF. The contractor has represented that the oxidation ditch shaft will be delivered in early April. The replacement installation will follow. Otherwise, operation aspects and facility related matters continue to be reviewed with the Manager and Engineer.
3. INFLOW AND INFILTRATION. A draft of the semi-annual status report to DEP has been completed by CKS. The final document will be submitted by the March 30, 2009 due date.
4. HILLTOWN INTERCONNECT AGREEMENT. An Interconnect Agreement with the Hilltown Township Water and Sewer Authority remains pending.
5. INTERZONE TRANSFER PROJECT PHASE II (RELIANCE ROAD SURCHARGE). A preconstruction conference was held on February 26, 2009. The documents required for compliance with the Bid Manual have been returned by the contractor. The insurance coverage has been approved. This project calls for a 90 day contract. Construction is scheduled to begin on March 9, 2009. The affected property owners have been notified by Authority staff personnel.
6. HILLTOWN PLAZA HOME DEPOT. Since last report, the Solicitor initiated a second call to corporate counsel to address request for supplemental advance to cover easement recording fees. The Solicitor confirmed once again that the Authority cannot access the proposed easement area for repair or maintenance. To date, no payment has been received.
7. COVENTRY MEADOWS I. The Engineer will follow-up on his check list for a partial dedication of the sanitary sewer line in Keystone Drive to services residences with failed systems. The developer proposal for dedication for the entire system has been rejected.
8. COVENTRY MEADOWS II (METZGER TRACT). The Service and Escrow Agreements have not been returned by the developer.
9. WISTERIA COURT (KONYK TRACT). The Engineer has issued a punch list but nothing has been completed. This project represents a John Garis nine lot subdivision along Clymer Avenue.
10. VILLAGE AT ROSECLIFFE. This project has been built out. Four Easement Agreements prepared by the Solicitor require execution and recording. Quantity data is required for the preparation of a Grant & Bill of Sale for the Water and Sanitary Sewer Service Facilities.
11. WOODSPRING MEADOWS (STEINHAUER TRACT). There remains nothing to report as the building activity is proceeding slowly. This project represents a thirty-two (32) unit townhouse development by John Garis along Clymer Avenue.
12. HARLEYSVILLE SAVINGS BANK. (A) The required Service and Escrow Agreements for this proposed bank facility at 411 North County Line Road have been prepared by the Solicitor. The Agreements were revised following review with the Manager. The final documents have been submitted to the developer for approval and execution. Depending on construction aspects, one or two Easement Agreements will be required. (B) The Solicitor attended the preconstruction conference conducted on February 27, 2009 to assess all project aspects and provide input.
13. UNIVEST BANK, ROUTE 113. As previously represented, this project comprises a bank facility at Bethlehem Pike and Route 113. Although not all Township and Authority approvals have been obtained, the Authority staff will initiate a temporary termination of the water and sanitary sewer service so that the developer can proceed with demolition of the existing building. Information is required for the extinguishment of two existing easements which will be followed by the recording of two new Easement Agreements. The Solicitor is in the process of drafting the required Service and Escrow Agreements, the construction cost estimates having been received.
14. DELBAR TRACT SUBDIVISION. The Roadway Deed of Dedication and Grant & Bill of Sale have been completed by the Solicitor. The Manager submitted the documents to the owner for signature on March 3, 2009. The punch list as prepared by CKS requires a 15% maintenance bond.
15. LANDIS SUPERMARKET. At recent review conference with the Manager and Engineer, it was noted that the water and sanitary sewer line on the Telford side of County Line Road in the vicinity of the Landis Supermarket will be replaced. Existing storm sewer lines must be located to assure that there is not interference with the proposed service line to the Landis site. The required agreements will be prepared by the Solicitor when all detail has been finalized.
16. BUDGET. Budget items continue to be referenced with the Manager as various issues arise.
17. SELLERSVILLE WATER INTERCONNECT. An Interconnect Agreement remains pending with the Solicitor.
18. WELL NO. 4 LITIGATION. (A) Supreme Court of Pennsylvania. There remains no court determination on the Petition for Allowance of Appeal filed by M&M Stone Co. on January 5, 2009. (B) United States District Court. (i) There remains no court determination on the Motions to Dismiss the Amended Complaint filed by the party defendants. (ii) There remains no response to the Solicitor's request to legal counsel for M&M for report on Moyer Well evaluation conducted on September 29, 2008. (iii) There has been no further activity pertaining to a Blum Well inspection following the issuance of subpoena on September 21, 2008. (C) Bucks County Litigation. There has been no activity. It is projected that there will be no activity until there is a determination in the pending federal suit. (D) Temporary Discharge Approval. There has been no contact since completion of the depositions on October 27 and 28, 2008. As previously represented, a hearing has been scheduled before the Environmental Hearing Board on April 20, 2009 at the DEP Southeast Regional Office in Norristown. (E) Water Loss Insurance. No information has been received with regard to the substance of resolution of the federal litigation involving the issue of water loss insurance coverage for M&M Stone Co.
19. ARSENIC REMEDIATION. As previously represented, the arsenic remediation design for Well No. 4 has been completed by CKS. An NPDES Permit for the backwash discharge has been issued by DEP. 3. M&M LAND DEVELOPMENT. There continues to be no contact from M&M following review meeting on July 22, 2008.
20. SOUTH SEWERAGE LIFT STATION. At recent review meeting with the Manager and Engineer, sale activity of the school district property and proposed flow rerouting were discussed. The Manager maintains contacts with Souderton for the possible exchange of flows by gravity which would eliminate two existing lift stations.
21. GIS MAPPING. CKS and Authority personnel continue to collect data for GIS mapping completion. The Sanitary Sewer System GIS Mapping has basically been completed. the water system mapping is approximately 60% complete at this time.
22. WEST ROCKHILL TOWNSHIP PROPOSALS. A response to the PWTA correspondence requesting Authority input on West Rockhill Township request to become a member remains pending with the Solicitor. Content and issues to be addressed have been discussed with the Chairman, Manager and Engineer.
23. TEVA. There has been no response to the Engineer's correspondence dated February 16, 2009 responding to TEVA's proposal of well acquisition for offset of sanitary sewer EDU payment. The Engineer's letter confirmed the Authority's position that full compensation in accordance with its rate schedule for the required EDUs will be expected.
24. TMDLs. (A) The Solicitor has provided the Manager a memo of the February 3, 2009 conference call with John Hall and counsel for the participating entities. (B) The Manager and Solicitor attended the deposition of John Hines, DEP Executive Director of Watershed Planning, in Harrisburg on February 24, 2009. (B) The Solicitor submitted Notice of Deposition to Thomas M. Henry to be held at the Telford Municipal Office on March 10, 2009. (C) A request for extension of the initial court directed Scheduling Order will made to the Environmental Hearing Board as discovery will not be completed within the March 5, 2009 timeframe. (D) On March 2, 2009, DEP filed a Motion for Jurisdictional Hearing and a Motion to Stay Discovery with the Environmental Hearing Board. The Motion asserts that since EPA formulated the TMDL guidelines, federal jurisdiction, not state jurisdiction applies. A Response will be filed rejecting this contention as DEP will clearly be the enforcement agency.
25. LUTHERAN COMMUNITY AT TELFORD. The Solicitor met with the Manager and Engineer on March 4, 2009 to discuss all service aspects. The development plan review timeframe under the Municipalities Planning Code expires March 6, 2009. Accordingly, an extension will be obtained from the Lutheran Community.
26. SANITARY SEWER RELINING PROJECT. CKS continues to prepare the bid documents for the sanitary sewer relining project.
27. ROW CLEARING PROJECT. This project is approximately 80% complete. Following site inspection, the Manager has approved the quality of the work effort to date.
28. STREAM BANK STABILIZATION. At meeting on March 4, 2009, the Solicitor participate in a plan review with the Manager and Engineer to identify the work and easements required for stream bank stabilization at three separate locations. The bid documents being prepared by CKS will encompass all three locations in one contract. The easement description for the Nissen property has been completed. The others will follow at which time the Solicitor will prepare the necessary Utility Easement Agreements.
29. TAPPING FEE CALCULATION. The Engineer has completed calculations for the Sanitary Sewer System Tapping Fee and the Water System Tapping Fee. A determination of the charge remains pending with the Authority. Sewer use ordinances and resolutions have been obtained from other entities and are currently under consideration by the Solicitor, Manager and Engineer to determine if a new format should be adopted by the Authority or whether the existing Telford Borough Ordinance should be modified.
ENGINEER'S REPORT: We received a written monthly report for the file.
Patrick DiGangi reported the 2008 Right of Way Clearing Project is wrapping up. There is a punch list that includes the removal of forms and some clearing behind East Coast Hoist. Patrick DiGangi also reported he received new land development plans for the TEVA project. They have scaled back the project. Patrick DiGangi will issue another review letter. Mark Fournier also reported that Lutheran Community at Telford is scaling back their plans for land development. They are postponing Phase II and Phase III as a result of the current economic conditions.
MANAGER'S REPORT:
•· Met with the Authority Engineer and Solicitor to coordinate various project reviews and construction projects.
•· Coordinated development activity of various development projects.
•· Held a project walk through inspection of the 2008 Right of Way Clearing Project.
•· Met with the Engineer and Solicitor to review the calculations pertaining to the proposed tapping fee study.
•· Met with many property owners to coordinate the 2008 Right of Way Clearing Project.
•· Held a bid opening for various water/sewer/bituminous materials and equipment rental without operator.
•· Attended the deposition of John Hines - DEP regarding TMDL litigation.
•· Held a pre-construction meeting for the Interzone Transfer Project Phase II.
•· Held a pre-construction meeting for the Harleysville Savings Bank.
•· Coordinated the Nase sewer line extension project.
Mark Fournier reported the 2008 Right of Way Clearing Project is almost complete. There are a few issues including final restoration. The property owners have been very cooperative. He reported he has also been working on tapping fees and slip lining.
OTHER BUSINESS:
Mark Fournier reported a fence has been installed around Well #5 by Stuart Furlong, the owner of the neighboring property. It is his intent to graze cattle in this enclosed area. It has been determined that the fence is on Telford Borough Authority property with a portion of the fence being directly above the water main. This land has been farmed in the past. Mark Fournier felt a decision should be made as to whether to allow this use and draft an agreement or should the fence be taken down. After further discussion seeking clarification of the terms of a potential agreement with Mr. Furlong, this item will be discussed at the April meeting.
Mark Fournier reported he has been approached by Jill Nissen regarding the back portion of land adjacent to the Well #6 property which is approximately 5 to 6 acres in size with access to Progress Drive. She has asked if Telford Borough Authority would be interested in purchasing this property. Timothy Hagey asked how the purchase of this land would benefit Telford Borough Authority. Mark Fournier responded it has the potential of being the site to drill another well.
Thomas Taglang questioned if it would be possible to drill a well on the property Telford Borough owns on School Lane. Timothy Hagey said Mark Fournier has had concerns about wellhead protection. Timothy Hagey asked for an estimate of the cost to drill a well. Mark Fournier responded he would like to contact W. David Fennimore, a hydrogeologist with Earth Data Northeast, Inc., for a well development plan that would include a cost estimate and a determination if it is feasible to drill at certain sites.
Payment of bills and requisitions for the month of February in the amount of $167,767.31 was approved unanimously (4-0) by a Moll / Diehl motion.
A Diehl / Moll motion was carried unanimously (4-0) authorizing the signing of the checks.
