The Telford Borough Authority workshop meeting held this date was called to order at 6:04 p.m. by Chairman Timothy Hagey with the following members in attendance: Abram Diehl, Thomas Taglang and Nelson Moll. Also present were Borough Manager Mark D. Fournier, Recording Secretary Cathy Fried, Engineer Patrick DiGangi, and representatives of West Rockhill Township including John Mann, Jay Keyser, Steven Baluh, Greg Lippincott, and Donald Duvall.

DISCUSSION ITEMS:
1. West Rockhill Township Water and Sewer Discussion:
A discussion was held regarding the addition of water and sewer service to two (2) regions of West Rockhill Township that are presently not being serviced by Telford Borough Authority. The discussion referenced a map that indicated service to the Village of Almont and the area in which Teva Pharmaceutical is located. They also referenced the 1977 Agreement.
2. Return Sludge Pump Project Update:
Engineer Patrick DiGangi reported the third pump has been put into operation today. The project is complete. There will be an inspection for punch list items. The final cost of the Return Sludge Pump Project is $63,700 plus a $500 change order to be submitted by the contractor.
3. Delbar Tract Subdivision:
Engineer Patrick DiGangi reported the purpose of the subdivision is to create a lot for the Lutheran Home at Telford to purchase the back 14.3 acres that will be known as Lot #1. Solicitor Mark Weand spoke to Attorney Marc Davis to inform him that he has begun drafting the easement agreements.
A Taglang / Diehl motion was carried unanimously (4-0) authorizing Mark Fournier and the appropriate officials to sign the easement agreements as indicated on the Delbar Subdivision plan dated 11/26/07 as presented.
Other Business:
1. TMDL: Manager Mark Fournier distributed correspondence from Attorney John C. Hall regarding his qualifications, the cost of his services and the scope of work to be done to address the issues.
2. Mark Fournier distributed copies of the April 1st NPDES Compliance Inspection Report for our Wastewater Treatment Facility. He informed to the Authority that the inspection went well.
The Authority entered into executive session at 7:10 p.m.
The Authority closed executive session at 7:55 p.m.
A Diehl / Moll motion was carried (3-1) with Thomas Taglang voting nay authorizing Patrick DiGangi to do a desk study of the cost involved to provide water service to area 2A on the West Rockhill Township Act 537 Sewage Facilities Planning Map in the area of the village of Almont.
A Moll / Taglang motion was carried unanimously (4-0) approving the signatures of checks.
The meeting adjourned at 8:13 p.m. by a Tagling / Diehl motion.
