Mark Fournier reported the Meetinghouse Road water extension is approximately two-thirds completed. Donald Beck revised the fire company's run books per their request. He also reported there were significant water main breaks this past week.
COLLECTION SYSTEM REPORT:
LIFT STATIONS
Checked and add bacteria daily had grease removed.
MAINS
I gathered data for up coming I&I Abatement Report.
Updated flushing and TV map.
Looked into areas along the easements we want to clear this year.
Met with Don , Mark, Patrick and our plumbing inspectors about the changing of our plumbing code to eliminate sewer vents on lateral replacements.
Tv'ed areas in the Borough we missed during our regular maintence program.
Attended a meeting with Mark and Don about how we would like to see Landis Supermarket run their laterals for their expansion
MONITORING & MAPPING
Todd and I continued collecting GPS points in the township regions.
I pulled the Isco loggers from the manholes on Reliance Road and cleaned them up so they can be reinstalled on Spring House Lane.
HOME INSPECTIONS
Letters are ready to be sent to residents south of and including Reliance Road to find the I&I that's causing the manholes at Reliance Road and Washington Street to surcharge. Inspections will start as soon as weather permits.
MISCELLANEOUS
Put together new desks at Borough Hall for the billing area.
Repaired the door at STP.
Training on new air packs.
Met with Greg Stover from Swartley Bros. Electric about the emergency generator and adding more load on it when it tests.
I got prices on fiberglass doors and roof hatches for well #1.
Todd and I replaced the light fixtures at the community building.
Washed and maintained truck 35.
Mark Fournier reported there were sanitary sewer overflows at various locations as a result of the rain event on February 13th. There will be a meeting on Monday, February 25th, to discuss modifications to the present system at these locations.
WASTEWATER TREATMENT REPORT:
Operations
•· Total flows for January was 21,016,000 gallons for an average daily flow of 677,900 gallons per day.
•· We generated 48 tons of bio-solids for land application.
•· Checked stream and outfall area on a weekly basis.
•· There were no violations to report on our December 2007 DMR.
•· I sent along all the data requested by CKS Engineers to complete our Chapter 94 report for 2008.
•· I completed all the required submittals for the county and the state Tier 2 Emergence Response links on line for 2008.
•· I conducted plant tours with two of Ken Hamilton's Science classes from Souderton High School on January 7, 2008.
Maintenance
•· We sent blower #4 to Sampey's Machine Shop to replace the bearings as required.
•· We disassembled Raw Sewage Pump #3 and sent the pump and motor to BDU Corporation's machine shop to have the pump and motor rebuilt as required.
•· West Generator Services came in and replaced the water pump and cooling fluid hoses on the Emergency Generator as required.

SOLICITOR'S REPORT:
1. WELLHEAD PROTECTION PROGRAM. There remains no Township contact. Since this program remains of importance to the Authority, it will continue to be referenced in the Solicitor's report.
2. WWTF. All operation and facility related aspects continue to be reviewed with the Manager and Engineer.
3. INFLOW AND INFILTRATION. CKS has prepared a draft report for August 2007 through January 2008. The report will be finalized and filed with DEP for the February 2008 submission requirement.
4. HILLTOWN INTERCONNECT AGREEMENT. An Interconnect Agreement with the Hilltown Township Water and Sewer Authority remains pending.
5. INTERZONE TRANSFER. The as-builts have been completed by CKS and submitted to the Manager for record retention. Since punch list items have been completed by the contractor, this item will be deleted from further report.
6. HILLTOWN PLAZA HOME DEPOT. As previously referenced, the Grant and Bill Sale along with eight Easement Agreements were forwarded to William Benner, Esquire, on November 16, 2007. A follow-up contact by the Solicitor has been initiated. Mr. Benner acknowledged receipt of the documents which in turn were forwarded to his client for signature. He will address this situation and provide the Solicitor with a status report.
7. COVENTRY MEADOWS I. On February 5, 2008, the Manager initiated a site inspection to observe that two houses are under construction, two foundations completed, and one foundation excavated. A job trailer for DeLuca has been placed on the tract.
8. COVENTRY MEADOWS II (METZGER TRACT). As previously referenced, the updated certified escrow amount was submitted to legal counsel for Coventry Meadows Phase II Subdivision on January 8, 2008. To date, there has been no response.
9. RYAN COURT (ERIE AVENUE TRACT). The Solicitor continues to meet with the Manager and Engineer to complete the closeout requirements for this development. CKS has requested a legal description for the Ryan Court roadway dedication. Title information has also been requested for the required 10 foot storm sewer easement. A Grant and Bill of Sale is required for those facilities to be dedicated to the Borough and to the Authority. An attempt was made to schedule an all party meeting for February 13, 2008 to address all outstanding issues but John Garis did not feel this was required. The Solicitor will contact Carl N. Weiner, Esq., his attorney, to sort out the detail.
10. WISTERIA COURT (KONYK TRACT). There is no activity to report concerning this John Garis nine lot subdivision.
11. VILLAGE AT ROSECLIFFE. This development has not been completed. Easement and Dedication Agreements will be prepared at the appropriate time.
12. WOODSPRING MEADOWS (STEINHAUER TRACT). The sanitary sewer mains are all in. The water facilities are approximately 40% done and will be completed in approximately ten days. CKS is providing oversight services on behalf of the Authority. The developer is using the model at the Ryan Court development for sale purposes.
13. SUBURBAN EQUITIES III, LLC. There continues to be no contact or activity with regard to this proposed development.
14. CALVARY CHURCH. The as-builts have been completed. The Manager will now attend to signature of the Dedication and Easement Agreements. Upon receipt, the Solicitor will initiate Bucks County recording of the Easement Agreements.
15. 2008 BUDGET. Budget aspects and line items will be discussed with the Manager as various projects are undertaken.
16. SELLERSVILLE WATER INTERCONNECT. The Authority will start a portion of the project at this time by installing the interconnect facilities which are located behind the curb. Basically, all work with the exception of the vault will be completed.
17. WELL NO. 4. (A) On January 31, 2008, Judge Bernard A. Labuskes entered an Order dismissing the appeals filed by M&M Stone Co. The Judge concluded that the Orders entered by DEP were factually supported, in accordance with law, and reasonable in all aspects. (B) In the United States District Court suit filed by M&M Stone Co., the Solicitor has received notice of a telephone settlement conference scheduled by Magistrate Judge Perkin on February 12, 2008. The Solicitor will be included in this telephone conference. Settlement Conference Summaries filed by all parties with Magistrate Judge Perkin on February 5, 2008 have been received and reviewed by the Solicitor. Copies have been provided to the Manager. The Settlement Conference Summary filed by M&M Stone Co. indicates that the Environmental Hearing Board's Decision represents a Pre-determined Post Hoc Decision. The Summary also indicated that an appeal to the Commonwealth Court is intended. (C) There has been no further activity in the Bucks County Court of Common Pleas litigation. A Complaint is not required until a motion is filed by the defendants, which action is not intended.
18. ARSENIC REMEDIATION. (A) Well No. 6. The as-builts for the electrical component remain under CKS review. DEP has not acted on the backwash water permit. (B) Well No. 4. As referenced, the design has been completed by CKS, but bid will be deferred pending resolution of the M&M Stone Co. Appeal.
19. FRANCONIA TOWNSHIP SEWER SERVICE/SALFORD TOWNSHIP. No activity has been reported to the Solicitor pertaining to the proposed treatment facility.
20. H&K QUARRY WATER SUPPLY WELL. A well assessment remains pending.
21. M&M LAND DEVELOPMENT. There is nothing to report on the proposed residential development on the site adjoining the M&M Quarry operation.
22. ELECTRONIC ASSEMBLY CO. As previously referenced, an extension was obtained to complete the land development plan. Subsequently, the Solicitor has been advised that the Electronic Assembly Co. intends to relocate whereby the proposed expansion will not occur.
23. NOBLE OAKS. As previously referenced, a Grant and Bill of Sale for facility dedication and four Easement Agreements have been prepared by the Solicitor to close out this project. These documents have not been returned by Michael Evans or Robert C. Alderfer. Montgomery County easement recording will be required.
24. SOUTH SEWERAGE LIFT STATION. There is nothing to report with regard to this proposed rerouting of flow.
25. WELL NO. 7. (A) CKS has provided the Public Works Director with what is believed to be final as-builts. The revised as-builts remain under review for comment. (B) Construction of the Meetinghouse Road extension to resolve the Blum Well issue will commence on February 11, 2008. It is projected that construction will take approximately one week. A survey for the line extension was not required.
26. RETURN SLUDGE PUMP REPLACEMENT. This project is referenced with the Manager and Engineer for informational purposes. There has been no Solicitor activity following document review.
27. GIS MAPPING. GIS mapping of the sanitary sewer and water systems represents an ongoing project with CKS. At recent meeting, a status report was provided to the Manager and Solicitor. Water and sanitary sewer maps to assist the TBA staff have been requested by the Manager.
Abram Diehl noted that previously Mark Weand indicated item #5, Interzone Transfer, would be deleted from his report. Item #5 remains on the report and will probably be listed as Reliance Road Surcharge Issue.
ENGINEER'S REPORT: We received a monthly report for the file.
Engineer Patrick DiGangi highlighted a few items from the Engineer's Report. The Return Sludge Pump project contractor intends to be on site next week to begin this project. Patrick DiGangi delivered a draft copy of the I/I Report for this semi-annual period to Mark Fournier. He is also working on the Chapter 94 Report for the Authority.
