June 21, 2007 Meeting

TELFORD, PENNSYLVANIA                                                                                                      JUNE 21, 2007

 

The Telford Borough Authority Meeting held this date was called to order at 6:19 p.m. by Chairman Timothy Hagey with the following members in attendance: Abram Diehl and Nelson Moll.  Thomas Taglang was absent.  Also present were Borough Manager Mark D. Fournier, Recording Secretary Cathy Fried, Engineer Patrick DiGangi, Public Works Director Donald Beck and Solicitor Mark E. Weand Jr. Esq.    

A Diehl / Moll motion carried unanimously (3-0) approving the May 3, 2007 and May 17, 2007 minutes.

COMMENTS FROM AUDIENCE:   

DISCUSSION ITEMS:

1.         Franconia Township Agreement Update:

            Timothy Hagey spoke with George Witmayer of the Franconia Sewer Authority and informed him Telford Borough Authority is awaiting the letter of understanding.

2.         2006 Sewer and Water Replacement Project Update:

           

Engineer Patrick DiGangi reported the project is very near completion.  Lenape Lane restoration is not quite completed. The project final restoration should be completed in the fall.

3.         Arsenic Project Update:

Engineer Patrick DiGangi reported that construction of the Arsenic Project at Well #6 is nearing completion.  The final pieces have been delivered to the site. Start up and training is scheduled for June 27th, 28th and 29th.  

Well #4 is slowly progressing pending the outcome of the M&M Stone Quarry Appeal.

4.         Interzone Transfer Project Update:

            Patrick DiGangi reported that all piping has been completed.  Restoration of East

Broad Street and Reliance Road needs to be completed. 

5.         Arbitrage Calculation Discussion:

Univest National Bank and Trust Company, in conjunction with the bond indenture, has required the Authority to secure the services of a financial analyst to prepare an arbitrage rebate calculation.  Chairman Hagey suggested we contact First American Financial from Jenkintown for a price to complete this calculation.  It was the consensus of the Authority for the Manager to move ahead based on his determination.

REPORTS:

TREASURER REPORT: accepted as presented

WATER DEPARTMENT REPORT:   

Water

1.            Wells - Daily maintenance and record keeping were performed.  Samples were drawn and tested as required.

2.            Well #3 - A new master meter was installed at Well #3.

3.            Well #6 - The contractor, Almeida & Hudak, continues to make steady progress.  Structural work is complete, and the large filter tanks have been placed inside the well house.  Various components continue to be installed as they are received.

4.            Mains - We installed three (3) 4" control valves at the intersection of Main Street & Reliance Road to facilitate the water main replacement work by Joao & Bradley.

5.             Main and Hydrant Flushing - We continue to conduct our annual system flushing as time permits.

6.             Well #4 - The DEP vs. M&M Stone hearing is complete.  I attended several sessions to offer input as needed.

Sewer

1.             Pumping Stations - Daily maintenance and record keeping were performed.

2.             Collection System - See collection system foreman's report.

3.             GIS Mapping - Our personnel continue to gather and enter data for the GIS mapping of our sewer collection system.

4.             Third Street Sewer Replacement - We plan to begin this project in late June or early July.

5.             2007 Interzone Transfer Project - The installation of the sewer main, M.H.'s and laterals for this project is complete.  The sewer flow has been transferred from our Telford Facility to the PWTA plant.  The water main and storm sewer replacement at Main Street and Reliance Road is also complete.  The contractor, Joao & Bradley is continuing with curb, sidewalk, and trench restoration.

 

Donald Beck reported the South Storage Tank Painting Project will begin on Monday, July 9th. 

COLLECTION SYSTEM REPORT: 

Lift Stations

Checked and added bacteria daily

Replaced pump #2 at the North Lift Station with the new Homa pump we bought last year. We had the same problem with the old pump we pulled out as we did with the pump the new Homa replaced. The impeller loosened up and wedged itself to the wear plate causing the shaft to bend. I questioned Ron from R&R Pump on what is causing this to happen. He told me the impeller is too big for the pump.  Apparently someone wanted more gpm than the pump could handle, plus the pumps are going on 9 years old. The new pump is performing better and running at 9 less amps. I have noticed pump #1 is starting to vibrate and I'm afraid the same thing is happening to it. The pump we replaced with the new Homa isn't worth fixing so Mark and I decided to purchase another Homa to replace the one that's starting to vibrate and just use that one as a spare after Ron looks it over. We always keep a backup for each lift station.

I met with Jay Hill from Bio-science who supplies us with bacteria. We needed to have the South Lift Station pumped out again after only 6 weeks Jay is going to check the pH to see if that changed, causing the increase in grease.

Monitoring and Mapping

I collected data from our Isco meters in mh. 168-a and 56 weekly and e-mail that data to Jason at CKS.

Home Inspections

I inspected 17 homes for the month, response to our request to make an appointment has stop. So I'm drafting a second request letter to be mailed out. This month I re-inspected, after corrections were made, 1 sump pump that was removed from the sanitary line, 2 floor drains cemented shut, 2 vent repairs, and 2 laterals scheduled to be replaced.

STP

Steve moved out to the STP full time.

Mains

I worked with Chris from CKS on a punch list of the work that needs to be done on the 2006 Sewer and Water Replacement Project on Main Street and the line to the North Lift Station as well as the Harry Kratz line at Bridle Run.

I supplied Chris with lateral locations on East Broad Street.

K&A services started cleaning some problem areas we have in our system as well as lines that we cleaned in 2004 as part of preventive maintence program.

Miscellaneous

I helped Todd dig up a couple of curb stops, install a couple water meters and replace two water services on East Broad Street.

I helped Scott flush the water system.

I did some building maintenance at the new shop.

WASTEWATER TREATMENT REPORT: 

Operations

•·      Total flow in May was 19.4 million gallons for an average daily flow of 625,806 gallons per day.

•·      We generated 120 tons of biosolids for land application.

•·      No violations were reported on the April 2007 DMR.

•·      Checked outfall and stream area on a weekly basis.

•·      Derstine Co. in for Franconia Twp.  To replace dead evergreen trees along our front fence line as a punchlist requirement for their meter pit replacement project.

•·      We pumped down both final clarifiers and inspected all tank equipment and cleaned out sweep arm assemblies as required.

•·      Worked on updating our emergency response plan for Montgomery County Emergency Management Department.

•·      Normal operations running smoothly at this time.

Maintenance

•·      Changed final clarifier brush assembly on #1 side final clarifier.

•·      Eastern Environmental Contractors were in on May 21st and replaced bearings, the drive unit and motor on the oxidation ditch.  The gearbox and motor was picked up by Bearings and Drives Inc. to be rebuilt.  This job was a budget item.

•·      We pumped down the primary Alum mixer tank and re-bolted the mixer to the frame assembly that had come loose.  We also cleaned rags and other debris off the mixer blades as required.

Personnel

•·      Steve Mathe has officially joined the staff at the WWTP.  He continues to do lift stations for the I and I Department during the week.  He also has been assisting the Water Department with flushing lines for the past couple of weeks as needed.  He seems to be adjusting to the move well at this time.

•·         Daniel Wurst attended a class sponsored by Penn State called Water Plant Operators using computers.

PWTA REPORT:  We received the monthly report for the file.

SOLICITOR'S REPORT:  We received the monthly report for the file..

ENGINEER'S REPORT:  

Engineer Patrick DiGangi reported the South Storage Tank has been drained.  Shop drawings have been reviewed.  The contractor, Valley Painting, indicated the project will take approximately five (5) weeks.

The Consumer Confidence Report (CCR) is complete and will be mailed on June 22nd.

 

MANAGER'S REPORT:

•·    Met with the Authority Engineer and Solicitor to coordinate various project reviews and construction projects.

•·    Coordinated development activity of various development projects.

•·    Attended various meetings with regard to the M & M Stone Quarry vs. DEP Appeal.

•·    Attended and testified before the Environmental Hearing Board regarding the M&M Stone Quarry vs. DEP Appeal.

•·    Performed a Punchlist inspection of the Sanitary Sewer Easement near Lenape Lane / Main Street.

•·    Met with a property owner regarding the Lenape Lane Sewer Easement and corner property pin locations.

•·    Held a Bid Opening for the South Storage Tank Painting Project.

•·    Attended a meeting with Franconia Township officials regarding sewer service.

 

OTHER BUSINESS:

It was the consensus of the Authority to cancel the Workshop of July 5th.

It was the consensus of the Authority to visit Well #6 during the meeting on July 19th.

It was the consensus of the Authority to accept prepayment of the Franconia Obligations under the Sewage Treatment Agreement in the amount of $690,000.  A letter was signed by Timothy Hagey directing Univest, the Trustee, to apply the entire amount of the prepayment to the optional redemption of the Bonds on August 1, 2007.

A discussion was held regarding the hourly rate Solicitor Mark Weand charged for his attendance at the trial for M&M Stone Quarry vs. DEP.  He researched hourly rates being charged by other attorneys and experts at the trial and tried to compute a fair and equitable amount.

A Moll / Diehl motion was carried unanimously (3-0) for the payment of $150 per hour for time billed during trial participation in the M&M Stone Quarry Appeal.

 

A Diehl / Moll motion was carried unanimously (3-0) authorizing the signing of the checks.

The meeting adjourned at 8:19 p.m. by a Diehl / Moll motion.
