June 7, 2007 Workshop

TELFORD, PENNSYLVANIA                                                                                  JUNE 7, 2007 

 

The Telford Borough Authority workshop meeting held this date was called to order at 6:03 p.m. by Chairman Timothy Hagey with the following members in attendance: Thomas Taglang, Abram Diehl and Nelson Moll.  Also present were Manager Mark Fournier, Recording Secretary Cathy Fried, Solicitor Mark E. Weand, Jr., Esq. and Engineer Patrick P. DiGangi, P.E. and Wastewater Treatment Facility Superintendent Daniel Wurst.

DISCUSSION ITEMS:

1.         2006 Sewer and Water replacement Project Update:

Engineer Patrick DiGangi reported a written Punch List has been mailed to the contractor, Almeida & Hudak, and they are working on the listed items.  The main item is the Lenape Lane easement and the restoration of the easement.  The project is winding down.

 

2.         Arsenic Project Update:

            Engineer Patrick DiGangi reported that the tanks have been delivered and the building is

            buttoned up.  The block and brick work is complete.  The contractor is waiting for the

            delivery of valves that should arrive by the end of next week. 

                

3.         Franconia / Salford Townships Sewer Service Discussion:

Mark Fournier reported the Interzone Transfer project is going well.  Everything is set so it is going to the Pennridge Wastewater Treatment Authority (PWTA).  Kevin Franks has asked for a list of property addresses now being directed to PWTA.  The flow will be monitored to determine how this affects our plant.  Timothy Hagey suggested we look at our interceptor lines during a rain event.    

Timothy Hagey had a meeting with Franconia Authority regarding sewer service in Salford Township.  The discussion concerned whether Franconia Township would use the Telford Borough facility or pursue an alternative.  Franconia Township would like to draft a letter of understanding saying we will work toward an agreement, so they can continue with their sewer projects.  Previously discussed was that Salford has to adopt our waste stream parameters and we would like to ratchet up the I/I plan.  Timothy Hagey told Franconia Township that he would bring a draft to the Board.  Patrick DiGangi questioned  whether this sewer service includes the residents of Tylersport.  Timothy Hagey will get an answer to Mr. DiGangi's question.

 

4.         M&M Stone Quarry vs. DEP / TBA Update:

Solicitor Mark Weand reported that testimony for the trial has ended as of June 6, 2007.  He feels Telford Borough Authority was well prepared and the case went well.  The judge will not make a decision until all briefs are filed.  A decision should be made by the Environmental Hearing Board later this fall.  The transcript will be completed within the next month.

 

Other Items:

 

A Moll / Taglang motion was carried unanimously (4-0) authorizing the signing of checks.

 

The meeting adjourned at 7:39 p.m. by a Diehl / Moll motion.
