May 17, 2007 Meeting
TELFORD, PENNSYLVANIA                                 MAY 17, 2007                                                            

The Telford Borough Authority Meeting held this date was called to order at 6:19 p.m. by Vice-Chairman Abram Diehl with the following members in attendance: Thomas Taglang and Nelson Moll.  Timothy Hagey was absent.  Also present were Borough Manager Mark D. Fournier, Recording Secretary Cathy Fried, Engineer Patrick DiGangi, Public Works Director Donald Beck and Solicitor Mark E. Weand Jr. Esq.    

A Taglang / Moll motion carried unanimously (3-0) approving the April 5, 2007 and April 19, 2007 minutes.

DISCUSSION ITEMS:

1.         M & M Quarry vs. DEP Update: 

The final preparation meeting for the trial was held May 15th at Spotts, Stevens & McCoy.  The trial is set to begin Monday morning, May 21st, in Harrisburg.  The trial hours will be 9:00 a.m. to 5:00 p.m.  The trial may run longer than the scheduled two (2) weeks which would then continue into the first week of June.  It appears M&M Quarry has added a third attorney to their legal team.  The judge has indicated he would consider a visit to the quarry site.  Solicitor Mark Weand reported that because of  post-trial transcription, a brief and responding briefs, a decision might not be rendered until mid-November.   

2.         2006 Sewer and Water Replacement Project Update:

           

Engineer Patrick DiGangi reported that the project is complete.  CKS performed a punch list inspection and they are developing a written list to give to the contractor, Almeida & Hudak.  A change order was submitted by Almeida & Hudak to cover additional costs incurred during the construction process.

A Taglang / Moll motion was carried unanimously (3-0) to accept the change order as presented by Almeida & Hudak in the amount of $43,464.50.

3.         Arsenic Project Update:

Engineer Patrick DiGangi reported that construction of the Arsenic Project at Well #6 is progressing ahead of schedule.  A portion of the roof will have an opening for the installation of the arsenic treatment equipment.  The pad in front of the building and the chlorine room have been completed.  There will be hatches in the roof for maintenance purposes.

Well #4 and Well #6 NPDES applications have been temporarily shelved.  PADEP will inspect before the arsenic treatment systems are put into service. 

4.         Interzone Transfer Project Update:

The flow of sewer in Bucks County is now going to the Pennridge Wastewater Treatment Authority.

5.         Award Bid for South Storage Tank Painting Project:

The bid opening for the South Storage Tank Painting Project was held Tuesday, May 15, 2007.  The lowest qualified bidder was submitted by Valley Painting, Inc. in the amount of $178,450.  The closest bid was submitted by Utility Services Co., Inc. in the amount of $185,000. with an alternate paint product that would reduce the bid by $36,000. resulting in a net bid of $149,000.  Based on past experience, Engineer Patrick DiGangi recommended the Carboline paint system     

A Taglang / Moll motion was carried unanimously (3-0) to award the bid to paint the South Storage Tank to Valley Painting, Inc. in the amount of $178,450.

6.         I/I Policy Discussion:

Mark Fournier reported that approximately 50% of the recipients of the letters sent by Robert Kratz, Sewer Collection Foreman, have not responded by scheduling appointments for inspection.  He suggested a follow-up letter be mailed allowing these residents 15 days to schedule an appointment.  The letter will also advise the resident(s) that further enforcement action will be necessary that may include possible termination of water service if there is no response within the 15 days.  If an appointment has not been scheduled following the second letter, a third and final letter will be mailed informing the resident that water service will be terminated if there is no response within 48 hours.

7.         M&M Trial Commute:           

Mark Fournier reported he will be attending the M&M Stone Quarry vs. DEP trial the weeks of May 21st and May 28th.  He requested a cash advance in the amount of $250.00 to cover the cost of gasoline because he will be commuting to and from Harrisburg each day during the week of May 21st.

A Taglang / Moll motion was carried unanimously authorizing a cash advance to Mark Fournier in the amount of $250.

Solicitor Mark Weand reported that he will be staying overnight in Harrisburg one (1) or two (2) nights a week during the trial due to the commute time and for preparation purposes.  He will pay the necessary charges and include these items on his next monthly invoice. 

   

REPORTS:

TREASURER REPORT: accepted as presented

WATER DEPARTMENT REPORT:  

Water

•1.          Wells - Daily maintenance and record keeping were performed.  Samples were drawn and tested as required.

•2.          Well #4 - Nothing at this time.

•3.          GIS Mapping - Our personnel continue to gather and enter data for the GIS mapping of the water system.

•4.          Well #6 Arsenic Treatment - The contractor, Almeida & Hudak, is on site and is making progress.  Items worked on include underground pipe work, footings, block work, removal of old roof, and removal of interior walls, electrical components, and piping.

•5.          Services - We installed a ¾" service for 602 N. County Line Road, a 1" service for Derstine Foods, and  two (2) 3/4" services for the Gwen Kratz Subdivision.

•6.          Mains - We lowered the 4" main along Main Street at Fulton Avenue in anticipation of the storm drainage project to be installed by Telford Borough.

Sewer

•1.          Pumping Stations - Daily maintenance and record keeping were performed.

•2.          Collection System - See collection system foreman's report.

•3.          GIS Mapping - Our personnel continue to gather and enter data for the GIS mapping of our sewer collection system.

COLLECTION SYSTEM REPORT:   

Lift Stations

Checked lift stations and added bacteria daily. We pumped the grease from the south lift station.  It has been 9 weeks since it was done and it's a little better since we added the air.

We had an SSO at the north lift station on 4/15/07 that was after that 5" rain.

Since then we survived a 2 1/2" rain without it going over. Before we replaced the sewer main, the 2 1/2" rain would have caused it to overflow.

We still have two (2) really bad lateral problems that property owners must address.  When we get those settled, that will help the situation a lot.

Flow Monitoring and Mapping

Steve Mathe collected GPS locations on manholes in the West Rockhill Township service area as well as the Borough Authority Interceptor. Manhole GPS locations in the Boro are complete. I have been collecting data from the Isco meters in manholes 168-A and 56 weekly, and e-mailing it to Jason at CKS.

STP

Steve has been helping out as needed throughout the month.

Mains

K & A Services grouted manholes 178-B & 130-1 to remove I&I.

I sent letters to residents who discharge flow that goes to the north lift station asking them to call the office to make an appointment to have me come out and do an inspection of their properties for illegal connection to the sanitary sewer. I would like to get out as much I&I as I can in that area before I do my post monitoring flows. I also sent letters to residents on Penn Avenue, Lincoln Avenue and Hamlin Avenue for inspections in that area before I post monitor Main Street sewer replacement. As of 5/8/07, I've found 3 laterals that need to be replaced, 2 broken vent pipes, 2 floor drains tied into the sanitary sewer, and 3 illegal sump pump connections as a result of the home inspections. I've done 53 inspections to date.

It was an afterthought, but when we had the storm sewer exposed in the easement to the north lift station, we should have made provisions available for residents that wanted to tie in their sump pumps and floor drains after they get them out of the sanitary sewer. Keeping that in mind, the last letters that went out went to property owners on South 3rd Street and Summit Avenue.  That is the next area we're going to be replacing water and sewer so that when we have the road all torn up, we can make provisions at that time for connection into the storm sewer for those who need to remove their illegal connections.

Steve inspected 20 manholes in the West Rockhill Township service area.

MS4

I attended a seminar in Doylestown concerning storm water and the new regulations soon to be implemented, probably, within the next 3 to 5 years, GPS locations as well as maintance and inspection history documentation, as well as oil separators or absorbents materials installed in all inlets or at least the last one before it discharges into and out fall.

MISC.

WASTEWATER TREATMENT REPORT: 

Operations

  • Total flow in April was 31.60 million gallons for an average daily flow of 1,053,333 gallons per day.
  • We generated 72 tons of biosolids for land application.
  • No violations were reported on the March 2007 DMR.
  • We had two storm mode incidents and two SSO incidents to report to DEP in April.  Details of these events were included in your Authority packets.
  • Checked outfall stream. 
  • We had a mini training seminar on chlorine safety held at the highway garage on April 19.  Our sewer and water department crews, along with three operators from Souderton Borough, attended.

Maintenance

  • We received back from Breath Safe Systems our SCBA air-pack for confined space entry and rescue operations.  They pressure tested our tank and confirmed our mask is in good working order.  They also filled our tank up to sufficient pressure.
  • We completed painting the return sludge piping in the return building basement.
  • We took all four primary clarifiers down and checked all flights and chain assemblies for routine maintenance.
  • Our dissolved oxygen sensor unit out on the oxidation ditch (ring 2) went out of service with a possible electronics problem.  LRM came in and took the unit back to their chop to find out the problem and to repair the unit.
  • Daily routine maintenance on equipment is ongoing.

PWTA REPORT: received report

SOLICITOR'S REPORT:  A monthly report was received for the file.

ENGINEER'S REPORT:  A monthly report was received for the file.

MANAGER'S REPORT:

•·        Met with the Authority Engineer and Solicitor to coordinate various project reviews and onstruction projects.

•·        Coordinated development activity of various development projects.

•·        Attended various meetings with regard to the M & M Stone Quarry vs. DEP Appeal.

•·        Met with an engineer for a property needing sewer service along Orchard Road.

•·        Met with West Rockhill Township officials and M&M Stone Quarry officials regarding future water and sewer service to a proposed development along Cathill Road.

•·        Interviewed candidates for the WWTF Superintendent Position.

•·        Held a pre-construction meeting for the Wisteria subdivision.

•·        Held a pre-construction meeting for the Interzone Transfer Project.

•·        Met with an adjacent property owner of the Suburban Equities Project regarding future water and sewer service to this area and his property.

•·        Met with the engineer to develop the punchlist of construction for the Ryan Court project.

OTHER BUSINESS:

Payment of the bills and requisitions for the month of April in the amounts of $279,598.72, $1,124.39 and $23,582.71 were approved unanimously (3-0) by a Moll / Taglang motion.

                             

A Taglang / Moll  motion carried unanimously (3-0) authorizing the signing of the checks.

 

The meeting adjourned at 8:12 p.m. by a Moll / Taglang motion.
