TELFORD, PENNSYLVANIA May 3, 2007
The Telford Borough Authority workshop meeting held this date was called to order at 6:05 p.m. by Chairman Timothy Hagey with the following members in attendance: Thomas Taglang, Abram Diehl and Nelson Moll. Also present were Manager Mark Fournier, Recording Secretary Cathy Fried, Solicitor Mark E. Weand, Jr., Esq. and Engineer Patrick P. DiGangi, P.E.

DISCUSSION ITEMS:
1. 2006 Sewer and Water Replacement Project Update:
Engineer Patrick DiGangi reported that Main Street and Lenape Lane have been paved. There is some repair work on the Lenape Lane Easement necessary but the project is winding down. On the Interceptor repair portion of the contract to the rear of Rotondo Precast, one (1) dog house manhole has been installed with one (1) more dog house manhole to be installed. One half of the gabian basket portion of the project is done. When the project has been completed, there will be change orders because there were issues with the piping that was being replaced.
2. Arsenic Project Update:
Well #6: Mr. DiGangi reported that construction has begun on the building addition. A mock-up wall will be erected before constructing the brick wall. Next to be installed will be the roof trusses followed by some of the electrical work.
Well #4: CKS Engineers is proceeding with the design. Mark Fournier reported that an official letter granting Waiver of Land Development has been received from West Rockhill Township. Acceptable landscaping and the acceptable lighting will be determined by the Zoning Officer. The rear lights will be shielded in response to the neighbors concern.
3. Sewer Pipe, Fittings and Cleanout Boxes / Water Pipe, Valves and Fittings Bid Award:
A Taglang / Moll motion was carried unanimously (4-0) authorizing Manager Mark Fournier to award the bid to the lowest responsible bidder in each category as outlined in the enclosed charts.
4. Franconia Sewer Authority:
Franconia Township Sewer Authority has made an agreement with Salford Township for transmission of sanitary sewer to our wastewater treatment facility. Mark Fournier discussed a few options available to Telford Borough Authority that included allowing Franconia Township to sell capacity to Salford Township under certain conditions.
Timothy Hagey suggested Salford Township enter into an agreement with Franconia Township and Telford Borough Authority regarding the rules and regulations on how this will be handled. Two items mentioned involved the elevating of penalties for excessive I/I and a more proactive I/I remediation program.
Solicitor Mark Weand suggested Telford Borough Authority send a letter requesting a meeting to discuss the sewer service of Salford Township under the aforementioned
conditions regarding sewer rules and regulations that include measurable penalties and an I/I reduction program.
5. Discussion of Sewer and Water Rates:
A discussion was held comparing the cost of sewer and/or water among neighboring townships and municipalities. The general consensus was that Telford Borough rates per 1,000 gallons remain very reasonable.
6. Wastewater Treatment Facility Superintendent and Worker:
The name of Daniel Wurst will be placed before Telford Borough Council at the May 7th meeting. The promotion of Daniel Wurst opens the position of Wastewater Treatment Facility Worker. The position was offered to present employees. Steve Mathe, who is presently a Sewer Collection System Laborer, is interested in making this lateral move. The move of Steve Mathe creates an opening that will need to be offered internally for a Sewer Collection System Laborer. Should no one desire this position, we will need to advertise in local publications for this job opening.

A Diehl / Moll motion was carried unanimously (4-0) authorizing the signing of checks.
